The bus or a private van to Oslob?
There is no direct bus from Moalboal to Oslob. Grab does not run this far south and there are no metered taxis, so it comes down to the bus with a change, or a van to the door.

Stops on the way
Kawasan Falls in Badian is right on the road, 39 minutes from Panagsama. A stop of an hour or two is fine; we agree the extra time first. Short stops for water or a photo are free.

Not a direct one. Take a Ceres bus signed Bato via Barili from the highway in Moalboal, change at Bato to a bus signed Cebu via Oslob, and get off on the highway. It takes about 3 hours and costs about ₱200 to ₱250 a person. Grab does not run here.
About 2 h 5 min for 82 km, resort to resort, down the west coast and round the southern tip. The road is good and quiet early in the morning, which is when most people go.
Not in Moalboal itself, where you get the sardine run and turtles. The whale sharks are at Tan-awan in Oslob, about 2 hours away. Viewing starts at 6 AM and has been closing by 10 AM, so a pickup around 4 AM gets you there first. The fee is ₱1,000 for foreign visitors and ₱500 for Filipinos, paid at Tan-awan.
